The 8 % barrier for coalitions has been rejected by the Bulgarian Constitutional court

Adelina Marini, May 12, 2009

The Bulgarian Constitutional Court has ruled out against the introduction of an 8 % barrier for coalitions. The court made its ruling based upon the litigation of 70 MPs who rebuffed the change which will not allow a coalition of parties to enter the par;Parliament unless it has 8 % of the votes. But the Court denied to rule as non-constitutional the change that introduces the possibility 31 MPs to be elected through a majority vote. The Court has ruled out in support of paragraph 2, saying: "In order to organise the elections through the majority system the territory of the country is divided into 31 mandate electoral regions which coincide with the current multimandate regions".
